上海电缆研究所有限公司于2021年7月19日在贵州组织召开“物联网标识体系Ecode标识应用指南（电线电缆）”国家标准编制工作暨首批应用Ecode码建设质量追溯体系启动会。中国机械工业联合会质量工作部李燕霞主任、中国物品编码中心物联网研究室李健华主任、上海电缆研究所有限公司江斌总经理等领导和专家出席会议并致辞。李燕霞主任在致辞中表示，自2017年“西安地铁问题电缆事件”以来，国家进一步加强了对电线电缆行业及市场的产品质量监管，行业整体质量得到明显提升。中机联在调研行业现状及发展情况后，推动建立基于物联网的质量追溯平台，涵盖了电线电缆的生产数据、质量数据、防伪标识、在线监测、质量管理等内容，旨在用数字化战略打造企业核心竞争力，助力线缆行业高质量发展。李健华主任表示，中国物品编码中心隶属于国家市场监管总局。中心于2019年12月与上海电缆研究所有限公司签订战略合作协议，共同推进Ecode标识在线缆行业中的应用。中心将做好技术支撑工作，让线缆行业质量追溯标准上升为国家标准、国际标准，用标准语言去引领、提升行业发展，探索出中国工业产品质量追溯的新道路。江斌总经理表示，在我国从制造大国到制造强国的发展道路上，在高质量发展的大背景和国际工业互联网大浪潮之下，探索并推进建设符合我国国家监管体系、线缆制造行业现状和市场管理特点的质量追溯体系是当前的重要任务之一。今天的会议为我国线缆行业探索并开展质量追溯体系建设奠定了重要基础。此项工作目前由上海电缆研究所组织，并有固达电线电缆（集团）有限公司、金杯电工衡阳电缆公司等十余家企业参加进行试用工作。后续将进一步推进平台互信、互认，展示企业良好形象，展现企业主体责任和社会责任，形成社会、企业及用户多方共赢的良好局面。 2020年底，国家标准化管理委员会下达了2020年第四批推荐性国家标准计划的通知，将《物联网标识体系Ecode标识应用指南第2部分：电线电缆和光纤光缆》列入了国家标准制订计划。上海电缆研究所有限公司通过前期调研、行业数据收集等，整理汇编了标准草案，同时积极推动行业包含固达电缆集团等首批10余家企业开展Ecode标识“先行先试”工作，推动行业开展质量追溯体系建设，进一步助力行业产品质量提升。固达电缆集团执行总裁李浩杰在致辞中表示，固达公司主动适应新形势，在建立完善质量管理体系基础上，参与搭建电线电缆质量管理分析平台。建设了基于大数据管控理念的智能物联网制造系统“精益制造APS管理系统”，该系统打通了企业销售端、生产端、设备端的数据链条，实现了线缆制造的材料成本和人力成本实时动态可查可控，实现数字化车间的动态展示能力。固达公司作为国内电线电缆行业首家Ecode码试用单位，于2019年将Ecode码应用在生产全过程中，公司建立了全面的质量追溯体系，从原材料采购、产品生产及流通全过程进行信息整合并汇入中国物品编码中心数据库。产品实现了信息可追溯，相当于给产品建立了电子身份证，在保障消费者权益同时，提升了企业智能制造水平。会上，多位专家做主旨演讲。编码中心张刚介绍了Ecode标识技术应用分享；上海电缆研究所有限公司首席专家毛庆传介绍了Ecode码在线缆中应用的技术研究；金杯电工常务副总经理唐桂良介绍了Ecode码实施与应用情况；上海缆新信息技术有限公司总经理丁飞介绍了线缆行业质量追溯体系数字化保障能力建设相关情况；上海国缆检测股份有限公司副总经理毛阿兴介绍了标准草案的有关情况。南方电网、国网辽宁省电力公司、中国建筑学会电气分会、各电线电缆行业协会等与会专家和代表，围绕标准起草的必要性、标准草案文本、后续工作计划安排等进行了讨论，并提出了很有参考价值的意见和建议。与会代表一致认为，标准的编制，对助力企业实施智能制造，助力行业转型升级和高质量发展具有十分重要的作用。会上成立了标准编制工作小组，并全面启动标准制订工作，同时举行了首批应用Ecode码建设质量追溯体系启动仪式。会议期间，与会代表还前往固达公司参观交流了Ecode码在线缆生产管理中的应用情况。本次会议由上海电缆研究所有限公司主办，上海国缆检测股份有限公司、固达电线电缆（集团）有限公司承办，上海缆新信息技术有限公司协办。国家电网辽宁省电力公司、南方电网公司、国家石油天然气管网集团、上海申通地铁集团、中车青岛四方机车车辆等用户代表，国家特种电线电缆质量检测中心（安徽）、贵州省建材产品质量检验检测院、贵州省机械电子产品质量检验检测院等检测机构，以及广东、山东、湖北、河北、浙江省电线电缆行业协会和远东电缆、江苏中天、江苏亨通等行业企业代表近百余人参加了会议。
